I've been hearing that people using account names containing apostrophes are getting rejected by the automated login process. I suspect this is by design, but can you verify? Thing is, a lot of people have IC names with those characters.

Account names aren't allowed to have non alphanumerics, no. However, if you look in your profile, there's a display name, which will be the actual name people see when they look at your posts. That can have apostrophes and such in it. Does that help? If you look at my name to the left now, it has an apostrophe in it (for demonstration purposes) .. I'll leave it up there until you've seen it Also, feel free to test it yourself. You can change your display name at any time you wish. In fact, it's recommended that your account name not be the same as your display name, for security purposes.
